1.4.1 SERVICES OFFERED BY PRIVATE AND PUBLIC HOSPITALS AND CLINICS
The services offered by private and public hospitals and clinics are not
totally identical in terms of the availability of the range of specialties and
payment methods.
At the government level the objective is to provide universal accessibility
to the general public for healthcare facilities and services. The public
health services are centrally administered by the Ministry of Health from
the Federal level to the states and the districts across the country to
ensure that primary, secondary and even tertiary care is accessible.
The services provided by the government in the public hospitals are a
complete range of primary and preventive care, secondary and tertiary
care from all aspects of health-related services.
In addition, the government sector also offers services and runs programs
and activities in respect of public health in the following:
Disease control of communicable diseases
Family health development
Health education programs
Nutrition programs.
The Government finances the public health services through the
Consolidated Revenue Fund under the Ministry of Finance, which is funded
through taxation and general revenue. This system of financing is directed
towards the public sector whereby a nominal sum of RM1 for each
outpatient visit is charged at the outpatient department of the
Government general hospitals, district hospitals and polyclinics in
accordance to the Fees Act 1951 - Fees (Medical) Order 1982.
