i) Background of the Tenderer

❑ The documents listed above are those that must be included
in the preparation of a tender document. Government or
commercial agencies or departments, on the other hand, can
make changes to meet their needs.
❑ The purpose of the tender document issued is to:
a) describe all the requirements of the client/employer,
b) allows the contractor to submit a proposal at a
reasonable cost
c) enter into an agreement between the client and the
contractor that will be documented as a contract.
d) used as a reference and record during project
implementation
❑ Prior to the issuance of tender documents, the issuing officer
must: -
i. Ensure the contractor's representative has proof of
authority to accept the tender documents.
ii. If open tenders are limited to Bumiputera contractors,
contractors must provide a Bumiputera status
certificate.
iii. Check the Bumiputera status certificate to ensure that
the registration date is still valid, that the registration
has not been cancelled, and that the contractor has not
been barred from participating in the tender.
iv. Ascertain that the tenderer attended the briefing.
