5.4 Preparation of Tender Documents
Matters that must be prioritized in the preparation of tender
documents are: -
a) The tender document's provisions must serve as the
foundation for a contract that the contractor can physically
execute. Unless otherwise instructed by an authorized party,
the Contractor will not do any work not listed in the tender
document.
b) The tender document's provisions must reflect the
procurement in accordance with government-approved
procedures and must include the most recent government
policies.
c) The task to be undertaken must be described and specified
accurately, and the tender documents must be free of
ambiguity and contradiction.
d) The work specified must meet the Ministry's/Client
Department's express requirements as well as other
requirements.
e) In terms of design standards, the work stated must meet the
requirements of the Implementing Agency (JKR) / Ministry /
Client Department, as well as the needed project functions.
