4.4 Tendering Procedures
4.4.1 Tender Procedure in Public and Private Sectors
• Various guidelines and processes apply to government
tendering to guarantee that the process is performed in an
ethical, fair, and transparent manner.
• The government ensures that the procurement process is fair
and non-discriminatory since it is responsible to tax payers and
society.
• Government procurement procedures are intended to foster
competition and the efficient, effective, and ethical use of
public funds.
• The private sector is drawn to tendering for a variety of
reasons, including maximizing competition, allowing a much
bigger pool of tenderers to submit bids, and having more
options in picking a contractor who provides good value for
money.
• However, in comparison to the public sector, the private sector
enjoys the luxury of having a far more flexible tendering
procedure (government). Private sector organizations are not
obligated to implement such severe and prescriptive
procedures since the standards for transparency and
accountability varies substantially between the two groups.
• Without such restrictions, the private sector may frequently
make the process easier and more flexible, and tenderers
have fewer obligations to meet when submitting a tender.
