4.4.3 Invitation Procedures for Each Type of Tender
• An invitation to tender (ITT) is the first phase in a competitive
tender, in which contractors and suppliers are encouraged to
submit proposals for service contracts or material supply.
• A procurement includes several processes, one of which is the
invitation.
• Tender invitations are often referred to as calls for bids or
tenders.
• An invitation differs from an offer or a tender.
• It is only an offer/tender when an invitation is accepted.
• Here are some instances of invitations:
i. Items on display for sale, along with a price tag.
ii. Company prospectus in the press
iii. Auctions
iv. Offer/ tender advertisement in press/ notice board
• The following must be stated in the tender
advertisement/notice:
i. The office or agency that issued the tender invitation.
ii. Tender number (No.) / Title of tender advertised.
iii. Tender status, including whether it is open and/or
exclusive to Bumiputera, as well as the type of
company.
iv. Tenderer's entitlement requirements:
v. Registered with the Pusat Khidmat Kontraktor (PKK)
for the appropriate grade and category, as well as the
