4.2 Types of Tenders
4.2.1 Open Tender
• Open tendering allows anybody to submit a tender to supply
the goods or services needed, and it gives every organization
an equal chance to do so.
• This type of tender is most common for the engineering
and construction industry.
• The basic notion of open tendering is that it should be open to
all qualified and interested tenderers, marketed locally (and
worldwide if necessary), have objective qualification
requirements, unbiased and explicit technical specifications,
and a clear and objective evaluation criterion.
4.2.2 Selective Tender
• This sort of tender is only open to a select group of contractors
and suppliers who are known for their quality of work and
supply.
• By definition, a selected or limited tender is less competitive
than an open or prequalified tender since it does not give all
possible competitors the opportunity to compete for the
provision of goods and services.
• Selective or limited tendering is a procurement process that
restricts the number of suppliers, contractors, or service
providers who can respond to a request for tenders.
• Clients typically select a contractor to participate in selected
tenders because the contractor has substantial experience
and competence in a specific field of work.
