TYPE OF TENDER INVITATION PROCEDURES

DIRECT
NEGOTIATION • After the conditions stipulated by the
TENDER Ministry of Finance on the permission of

direct negotiations are met, a Letter of Intent
(LOI) will be provided to the company for the
purpose of executing price negotiations.

• The Officer shall ensure that the LOI is

signed by any officer authorized under the
Government Contract Act 1949, and that the

LOI is not subject to any value limitations.
The Controller must also make certain that
the LOI's provisions do not bind the

government (non-binding).
