6.1.1 Procedures for Tender Evaluation and Tender Report
Preparation
Tender evaluation shall be made on the following aspects:
a) Sufficiency of tender documents assessment: All the
Tender Form's conditions must be met Tenders will be
evaluated to see if any flaws that could lead to a
contractual agreement can't be fixed if the tender is
accepted.
Incomplete tenders, such as those that lack a balance
sheet, a monthly bank account statement, a bank report, a
project supervisor's report for current non-PWD work, and
others, must be recorded in the Tender Evaluation Report
for the Procurement Board's consideration.
b) Capability Assessment: The evaluation committee for the
tender must guarantee that the following factors are
considered:
i. Verify if the tenderer meets all the tender document's
requirements.
ii. Examine the tenderer's technical competence,
including work record, existing projects, technical staff,
and ownership of plant and basic equipment, whether
rented or owned.
iii. Determine the tenderer's financial competence in terms
of working capital, net worth, credit facilities, and the
value of the remaining work in progress, among other
things.
