                           •  The factors to be considered are as follows: -

                              A - Financial Position

                                  A1. Financial Bid Capacity (Keupayaan Biayaan) of the
                                  tenderer  is the  total  Annual  Value  of  the  Project  that  is

                                  expected  to  be  financed  by  the  tenderer  from  various
                                  financial  sources.  Working  capital,  net  worth,  current

                                  money in hand, current value of credit facility, and current
                                  value of work in hand are all elements to consider.




                              B - Technical Capability

                                  B1.  Work  Experience  -  Only  works  that  are  similar  or
                                  comparable to the tendered project will be evaluated.


                                  B2.  Technical  Staff  -  Only  current  employees  of  the

                                  tenderer,  including  contract  professionals,  shall  be
                                  considered.


                                  B3.  Ownership  of  Plant/Basic  Equipment  (for  Civil

                                  Engineering  Work  only)  -  The  number  of  basic
                                  plant/equipment owned, leased, or hired by the tenderer

                                  and suitable for use in the tendered project, as compared

                                  to the number of Anggaran Keperluan Minima (AKM) of
                                  Plant/Equipment required to complete the work efficiently,

                                  is  the  criterion  used  to  measure  the  basic  plant  and

                                  equipment ownership factor
