               6.1.2     Factors to Consider When Selecting a Contractor



                        Evaluation of work tenders is carried out in three stages, namely:

                        1. First Stage Assessment

                           •  The evaluation is based on a set of pre-determined criteria to
                             decide if the tenderer is eligible for further consideration.


                           •  Only  the  lowest  tenders,  up  to  several  offers  within  a
                             reasonable price range, must be evaluated. Tenders whose

                             prices  are  deemed  excessively  high  in  comparison  to  the
                             Department's      Estimate     may     be    disqualified    from

                             consideration.

                           •  The factors to be considered are as follows: -


                              a)   Sufficiency of tender

                              b)   Adequacy of Mandatory Documents


                              c)   Minimum Capital Adequacy

                              d)   Satisfactory Current Work Performance



                        2. Second Stage Assessment

                           •  Post-tender  pre-qualification  assessment  to  examine  and

                             determine the tenderer's ability to execute and complete the

                             project that was tendered.

                           •  Only some tenderers who passed the First Stage Evaluation

                             will be subjected to this assessment.
